The “Medical Cannabis Declaration” refers to the right of medical doctors to treat their patients with cannabinoids and cannabis products and the right of patients to get access to cannabis and cannabinoids for medical treatment supervised by a medical doctor.

The declaration does not restrict the access to prescriptions and cannabis-based medicines. In fact it does not even deal with prescriptions and cannabis-based medicines, but it also does not exclude these ways of treatment by doctors and access by patients.
